2. Duties

To design and implement managerial and professional training/development programs for local public servants.
To transfer and disseminate government laws and regulations, reform measures and administration knowledge to local government agencies.
To study, evaluate, and promote training techniques and methods.
To provide any other pre- and in-service training services for central and local civil servants.

3. Organizational Structure

The Institute is under the jurisdiction of Central Personnel Administration, Executive Yuan. The following chart indicates its organization system:

2. e-Learning

  The institute provides an “e-learning center” (www.elearning.rad.gov.tw), which is a standard (or above) SCORM 1.2 learning website. The center is capable of allowing on-line learning for 2,000 people simultaneously, providing synchronous audio-visual service for 100 people, and providing on-line discussion, instruction, course design, and blogs. Currently there are more than one hundred courses offered through the center, and face-to-face instructions have been developed respectively. It is expected that more than 100,000 credit hours will be certified through the “e-learning center” annually.

3. Mobile Training

  To effectively transfer and disseminate important government policies and to enhance the opportunities for local civil servants to learn the state-of-the-art of professional knowledge, the Institute provides mobile training programs for every county and city government in Taiwan. Every training program is consisted of 3 major units, 9 categories, and a total of 83 courses. The institute serves as the knowledge management platform upon which the diverse training needs of local governments can be integrated and satisfied.

4. Lifelong Learning Curriculum

(1) Jhong Hsing Academic and Cultural Lectures
  The Institute has inaugurated a series of lectures in which public administration academicians and experts are invited to give speeches in the realms of national competitiveness, economic development, reinventing government, education, law, politics and international relations. The lectures are available to all program trainees and are opened to all civil servants.
(2) Lifelong Learning Lectures
  Seminar courses in policy, law, general management, and potential development respectively are provided annually. The courses are offered in the middle, south, and east regions of Taiwan. The targeted participants include civil servants from central and local agencies, as well as school administrators.
(3) Continuing Education
  The institute, together with individual universities, offers master level non-degree credit courses. The effort is to provide local civil servants with multiple channels for continuing education.
(4) Extensive Learning
  The institute has devoted sufficient resources to improve its library collections on books and audio-visual materials, and to publish the Forum on Training and Development Monthly and electronic newsletters. The efforts are to extend trainees’ learning efficacy.
 

IV . Facilities

The institute is located in Nantou City, Nantou County. Its campus size is about ten hectares in which multiple functions of teaching, researching, meeting, accommodations and recreations are provided.

  The Ying-Shi Building is the administration center. There are offices of Trainees Service and Information Divisions located in the main educational buildings for providing on-site services to the trainees.

4. Accommodation Facilities
  There are many recreational facilities in the Institute, such as basketball, badminton, and tennis courts; recreation center; gym; library; cinema; audio-visual rooms and KTV. Every facility is equipped with advanced equipments to fulfill trainees’ needs.
